I am wondering if the borders changed for the areas of Tysnet and Kvinherred over the years. I find some records for Qvalem (Qualheim, Qvalheim, etc) in Tysnet and some in Kvinherred. Any direction or explanation would be greatly appreciated.

I have some information about Johannes Monson Qvalheim and his descendants. My great, great grandmother was the daughter Anna Veronica of Henrik Johannesen Kvalheim. The name Qvalheim is from farms at Manger, Hordaland. Johannes Monsen came from Manger, but there are no parish records from that time. The name Qvalem has changed to Kvalem. Valla is a farm at Tysnes. Some of Henriks descendants may still live there.

The answer is yes.
The history of parish borders can be found here:

«Gnr. 125-127 ble overført fra Onarheim sokn i Tysnes til Ølve 1907.»
So three manors were transferred from Onarheim subparish in Tysnes to Ølve subparish in Kvinnherad in 1907. The manor numbers (125-127) are the official identities in the land
registry. Whether one of these is named Kvalheim (Qualem), I would not know.
Both Tysnes and Kvinnherad are both parishes and local councils. If Kvalheim is not one
of the three transferred manors, my guess would be that some of your sources refer to
the contemporary parish affiliation and the modern local council affiliation.
