Best Genealogy Program for Pictures?

Which is the best program for printing genealogy reports with pictures?
I'm not talking about Descendant or Ancestor Charts, but more in the
reports like Outline Descendant Report and Genealogy Report, where you can
include notes and things like that, but also include pictures. I have tons
of pictures that I would like to include in my next book.

I have FTM 2005 and it still does not allow pictures in Outline Descendant
or Genealogy Report or their custom report.

I know you can export the reports to Word, etc - but as I have hundreds of
pictures, I don't want to have to go thru this manual effort each time I
want to print reports with pictures.
