If someone says they were born in Sandherred, is that the same as Sande?

Can be. However, the third letter "n" in Sand(e)herred, sometimes may be misinterpreted for "u", i.e. Saudeherred, which then is today's Sauherad in Telemark.

What is your source for the information in this case?

(There is also a "Sand in Ryfylke" (today Suldal kommune in Rogaland), but I don't know whether this Sand earlier was a "herred" or just a parish).
