Gransherred and Kongsberg

I seem to be having a bit of difficulty with these two places. In the 1865 census of Gransherred I found Helge Ostensen but can't seem to find his baptism in 1846.
In the census it has this written:
Merknad (gard)
Gransherred - Jondalen hører i Liste- og Skole- Væsenet til Kongsberg; i Tinglauget er det forenet med Gransherred.

Not sure what that means but it seems to say something about Gransherred comes under Kongsberg.

But Gransherred is in the fylke of Telemark and Kongsberg is in the fylke of Buskerud.
Boundaries changed and so......
I believe I looked under Kongsberg as well for the baptism but not there.
Any assistance that anyone could provide, would be appreciated.

Helge Ostensen (Hølje Østensen) is born at Johnrud in Gransherred 2/8 1847 and
baptized in Gransherred 18/9 1847 (no.21)
