Does anyone have access to the Lardal bygdebok? I am hoping it mentions Tollef Hem and his daughter Eline Tollefsdatter Hem. Eline was born abt 1538 in Lardal and died in Sandsvær, Buskerud 1607. I am curious if it says anything or even why Eline left Lardal for Sandsvær?

There is only one Tollef mentioned at Hem (Lower Hem) at that time. The bygdebook says (Vol III, p. 1075): "The 7th of Nov. 1601 there was a pobate after Trond Hem and his wife Jøran Torgersdatter. They had the sons Tollef and Svend, and the daughters Beritte, Ragne, Barbra, Elline and Aase. ... One of the daughters got married to Nils Tollefsen Lindem in Sandsvær."
That's all there is. I am not quite sure these are the people you are asking about. It seems unlikely that a Tollef, whose father died in 1601, could have a daughter born in 1538. Unlikely, but maybe not entirely impossible. And since he had a sister called Elline, he might also have a daughter of the same name. They could both be named after a female ancestor called El(l)ine. There also is some connection to Sandsvær - not surprisingly, since Sandsvær is the neighbouring parish to the north, not far from Hem.
Another option is that your Tollef was the son of either Tollef or Svend in the bygdebook. The naming traditions were strong, so I think we may be rather close to the family you are searching.

Or, your question is based on some misinterpreted information. Perhaps you can tell a little bit more about your Eline Tollefsdatter and her descendants?

Eline Tollefsdatter Lardal was married to Einar Rolfsen Lande in Sandsvær. They had a son Tollef Einarsen Lande. Nils Tollefsen Lindlum may be related to Tollef Einarsen Lande in Sandsvær according to the Sandsværs historie.

I'll have a look in the Sandsvær-books; perhaps I can catch the author's sources of information. (The Sandsvær-books are not always accurate on the pre-1600-genealogy.)

I have read the Sandsvær-books. It's not possible to judge whether the connection between Eline Tollefsdatter and Hem is based on archival sources or just an assumption.
