Baptism in 1847

Seem to be striking out here. I don't think there is a Bygdebok for Svennes area which I think includes the Riste, Svenhelden and Fodness farms.
At this link there is a Halvor born to Knud Halvorsen and Inger Knudsdatter #31:

What would the 12 og 13 mean under the name?
Reading the last part of Sponsors (witnesses) is difficult. Anyone with experience with this priest's writing?
Sponsors are :
Halvor Knudsen Riste (grandfather), Eli Gulbrandsd ib (grandmother), Gulbrand Halvorsen ib (great grandfather) and then ?????Fodermand Hustru?? (No - Nistan) Tune (residence?) and Inge Ola? ib.

I thought about that but how can he be part of 2 military districts?

Maybe because the farm on which he was born, belonged to two military districts? I don't know this for sure, I only assume that this might be the reason.

Is there an explanation in English about these military districts somewhere? I would like to read about them.
