Open attachments.

The attachment I recieved was from someone I know it was information that a
friend had sent her and she forwarded to me. I can't still open it.

In Outlook Express, did you select:
Tools/Options/Security, then uncheck "Do not allow attachments to be saved....
Then click on Apply, then OK?

click the attachment symbol

right click "open with"

try notepad first
or itfanview if a graphic
