Does anybody know of a utility for converting spreadsheets from
transcribing projects, from spreatsheet formats to GEDCOM? Or to PAF,
from which GEDCOM can easily be exported?

There is no way to know - ahead of time - how the spreadsheet might

GEDCOM format. It would have to be custom written.

Actually there is an Excel file that leads the user through the steps.
I've never used it, but I do have a copy downloaded from somewhere.
It's presently in the form of a ZIp file named "Excel-to-gedcom.zip"
that's about 6 KB in size. I took a look at the excel file, and it's
in the form of steps to take to put the data into the right form, then
it seem to have a macro or something to export the information. If you
want to take a look at it, I can e-mail you a copy (no guarantees
here... I can't even find the writer's name, but it may be embedded in
the file somewhere.)
I'll email a copy if you send me your address. Send the request to my
yahoo address, charliehoffp at yahoo dot com.

Scripsit C.R.:
You don't, however, need special programming skills, just a little
knowledge of the GEDCOM-format and a copy of MS-Word. I have
successfully made valid GEDCOMS from spreadsheets using the Mail Merge
feature.
