What is, if any, the difference for these places. Is one the church, one the area or town or ????????
Storm in Vraadal? Specific church?

Kviteseid is a municipality, an administrative district. Hviteseid and Hvidesøe are oldfashioned ways of spelling Kviteseid. Kviteseid is also the name of the main parish/congregation in this municipality, while Vraadal (today: Vrådal) is a hamlet and chapelry within this administrative district.
